Antero Accident Site in New Milton West Virginia back in business again, screaming wells et al



This video shows flaring at Antero's Ruddy pad site in New Milton, WV on Saturday, 9-28-13. Venting of gas has been observed coming from both the location underneath of the rig, as well as what is seen in this clip coming from the flare stack. 
This is the well pad that had an explosion on July 7th. Is this well site more of a problem than what has been conveyed to concerned landowners? They're being told "all is well on this site now." Or is this a problem with a "screamer" well, a term used by industry for a well with pressure problems, and excessive methane in the flowback. Should venting out a flare stack look like this?
